Typhoon Parma can be seen making landfall in the northern Luzon, where it soon stalled for days.
The United Nations made an urgent appeal for $75 million to help the Philippines recover from two devastating tropical cyclones within as many weeks.
Tropical Storm Ketsana dumped a month’s worth of rainfall within just nine hours, submerging parts of Manila and other cities. Nearly 300 people died in that inundation.
Typhoon Parma then stalled over northern parts of the country for several days even as the region was still grappling with the effects of Ketsana.
Much of Luzon Island was without power, and health officials were cautioning residents about outbreaks of waterborne diseases across the disaster zone.
Both storms destroyed $128 million worth of crops, mainly rice. The government warns it will have to import food to replenish stocks for next year.
